These birds (look like parrots to me) are in the grounds of the Prado art museum.
What used to be a main entrance to the Prado is now closed off. The statue is of the famous painter Velázquez.

because it was a holiday and everyone was headed for a parade.
the parade consisted of lots of military units in their dress uniforms, but it didnt seem militaristic
